It asks:
- What was harmed?
- Who was impacted?
- What is required to repair the damage and prevent repetition?

- Harm is named clearly
- Accountability is required
- Repair involves action, not apology alone
- Reintegration is possible when repair is honored
When It Is Used
Restorative justice is appropriate when:
- Safety can be maintained
- Accountability is possible
- The harmed party seeks repair
- The community seeks long-term stability
It is not used to excuse harm or bypass consequences.
